  • Local Government Reform Process (2006 review) (pdf 466Kb) - Kiama Council was asked to complete a strategic management assessment and a comprehensive set of checklists about key council practices. The review team examined these and a range of other source documents prior to visiting council, in order to gain a preliminary understanding on the pressures on council and how the council has sought to manage that environment.

Lobbying Councillors

The Indepedent Commission Against Corruption (ICAC) has produced a brochure that provides a guide for councillors, constituents and other interested parties on the subject of lobbying local government councillors.

This brochure uses the term lobbying to cover certain types of communication between local government councillors and the community. The Commission's view is that appropriate lobbying of councillors is normal. It is also in the public interest that lobbying is fair and does not undermine public confidence in impartial decision-making. The brochure considers the types of activities that constitute inappropriate or unlawful lobbying. The brochure also advises councillors on ways they can help ensure transparency whilst being lobbied. The brochure also notes that the lobbying of councillors by tenderers about the outcome of a tender process is an exception to the principle that lobbying is permissible. ICAC brochure (pdf 222Kb)
